Old antique victor furnace (brooder?) vintage farm tool

Old antique victor furnace (brooder?) vintage farm tool
I have searched to try and find out what this item is but I have had no luck. My dad and I are cleaning out my grandfather's machine shed since he passed away. We found this 8" by 5" case in an old chest. On the outside of this case it reads "VICTOR". Inside the case we found the metal box with a 8' plug attached to it. The box is only 7 1/2" in height and 4" in width. On the metal box it reads the following: "HALL NEAL VICTOR INDIANAPOLIS FURNACES WITH FUEL SAVING FINS HALL NEAL FURNACE CO., INDIANAPOLIS". Inside the box is a light bulb surounded halfway around by metal. When I plugged this in it gives off a lot of heat through the 2 openings in the top. My dad had never seen it before. Grandpa always raised chickens so we believe it may be a brooder but we are not sure. The box is in very good condition with no rust.
Inside of the box was a thermometer. The thermometer reads the following: "H.O.TRERICE CO.-DETROIT, MICH.". The thermometer looks very old and is in good condition with some surface rust.
