These are new in the box PEX radiant floor heat under the floor pipe joist support brackets. The brackets allows the pipe to be perfectly placed in the joist. Looks like 7 or 8 inch on center in the joist. The PEX pipe pushes past the metal hold down and cannot come out but is still allowed to move easily. The hanger adjusts from 14 to 19 inches to allow you to install in the joist easily. These are very well constructed.
